I think it means "Meeting Point." I'm sure I've seen signs like that in train stations/airports. But I'm just guessing.
It's a meeting point when there is an emergency - assembly point if you like. It will be where the people in the nearest buildings have to gather if there's a fire or something like that. Another EU regulation (!)
Oh and it has to be a certain distance from the building...that's regulated too.
